Background to its establishment
The forerunner to the Tokyo Metropolitan Human Rights Promotion Center was the Tokyo Metropolitan Dowa Work Promotion Society. This society was established in April 1971 by the Tokyo Metropolitan Government to solve the Dowa Problem, a problem concerning fundamental human rights, in accordance with the Special Law of Dowa work (enacted in July 1969). This Society promoted public awareness activities and played a complementary role in the Tokyo Metropolitan Government’s Dowa policies.
Apart from the Dowa Problem, various other human rights violations can be indicated today, such as discrimination against women, children, the elderly, the disabled, the Ainu, foreigners, HIV-infected people, and people who have been released from prison.
Against the backdrop of a changing human rights environment including the 1996 supplementary recommendation by the Council on the Policy of Regional Improvement, as well as national trends such as the Domestic Action Plan concerning the 1997 “United Nations Decade of Human Rights Education,” the Tokyo Metropolitan Government decided to consolidate the functions of the Tokyo Metropolitan Industry and Labor Hall and the Tokyo Metropolitan Dowa Work Promotion Society to create the Tokyo Metropolitan Human Rights Promotion Center.
Since its establishment in 1998, the Center has been conducting its activities according to its goal “to implement education, public awareness, and protection of human rights to contribute to the solving of human rights problems such as the Dowa Problem, and to raise the awareness of Tokyoites toward human rights Problems.”
In April 2011, this organization obtained accreditation as a Public Interest Incorporated Foundation and is making efforts to develop into an entity with greater utility and public character.

The Tokyo Metropolitan Government establishes the Tokyo Metropolitan Industry and Labor Hall
December 1997
At the Tokyo Metropolitan Dowa Task Force Meeting, the Tokyo Metropolitan Government consolidated the functions of the Tokyo Metropolitan Dowa Work Promotion Society and the Tokyo Metropolitan Industry and Labor Hall to create the Tokyo Metropolitan Human Rights Promotion Center. By creating this new center, the government intends to promote education and public awareness of all human rights-related problems including the Dowa Problem.

Becomes a Public Interest Incorporated Foundation after obtaining accreditation based on “laws relating to general incorporated associations and general incorporated foundations.”
